Airlines generally no longer accept ESA letters for emotional support animals on flights. If you have a service dog you can refer to this article: https://www.servicedogcertifications.org/flying-with-a-service-dog-guide/

Can I fly from/to the USA with the letter written by her in Portuguese knowing that her psicology license is Brazilian?

ESAs do not have a legal right to be accommodated in hotels. However, some hotels will still accommodate ESAs as a courtesy, we recommend checking to see what the hotel’s policy is.

You can ask if the animal is a service animal and what service it provides. If the animal is not behaving or is causing a disturbance to other diners, you could ask the person to remove the animal.
