The issue is that ESAs are not considered service dogs under law. This doesn’t have to do with an enforcement issue. Service dogs are governed by the ADA which allows service dogs to generally enter public places. ESAs on the other hand have more limited rights for housing and air travel under the Fair Housing Act and the Air Carrier Access Act.

I do not agree with recent enforcement that ESA’s do not have full access. That increases the anxiety episodes the animal helps the PTSD sufferers with.

You do not need to carry an ESA letter with you at all times. You only need to submit it to your landlord or airline when you are requesting accommodation for your animal companion.
